because a lot of people scam like a ALOT of people scam. It's common. On websites like "Bogla" they don't have this unless you spend x amount of dollars because they have a 3rd party paypal. It's not trying to steal your info lmao

As BDot mentioned, there are plenty of people trying to purchase gold with stolen/hacked Paypal accounts. ID verification helps us to filter most scammers. Also in a case of fraudulent activity, we can use ID as an evidence to defend ourselves.
