Implemented Shoutbox restriction for new users

Far too many people join up and post straight in the shoutbox asking how to fix this error or that when trying to get the client to work. It seems to be occurring almost every day now.
I suggest we put a 5-10 thread post restriction in so that users who haven't made any threads or haven't commented on any can't post.

My hope is that users will just create a thread for support rather than making spam posts so that they can access the shoutbox to shout their issue. If they do that AND ignore the message above the shoutbox that says it's not for support then i think that would be grounds for a warning or a ban as they're going out of their way to be a nuisance.

In either case, i'm certain that this will reduce the number of people posting in the shoutbox asking for help getting the client to work. The alternative is to go with an older suggestion which is to make it supporter+ only and maybe include the post count restriction as well.

On-top of such I propose we add something regarding the misuse of bot reviews. Too many authors are getting reviews from people who are simply not able to configure the bot correctly, through no fault but their own, resulting in the bot not working correctly for them where in actuality it works just fine. Perhaps a minimum of 1 hour (or more) usage on that bot is required before being able to submit a review. Not sure how that would work, but there's something got to be done about it in my opinion.

I second that. This would also prevent bad reviews when the bot might actually have a bug causing a user not able to use it to actually give a proper review in the first place. In these cases a bad review is unfair when the author might be working on a fix but hasn't released it yet for example.

already miss the shout box, you removed it because people posting a bug in the client to much? why not just fix it?
