Bug Failed to bind to the game client because of an exception

There have been a few threads posted about this but I haven't had any success following the advice. I've added runemate and RS to firewall exception, I've ran them as admin, I've uninstalled x64 java versions and runemate

what location is RS installed in?

Ususally it's because it isn't installed under C:\Users\myuser\

Yea, thats the default location I believe.
 
I formatted my laptop and I'm still having the same issue
 
The bot seems to work when I'm not using a proxy. Why would that happen?
