What's avg? and do you permanently keep it off?

AVG is an antivirus software, and this is my only guess as well.
This should be either firewall or antivirus related, if it's not that I have no clue.

Do you have multiple antiviruses/firewalls?
I remember you said you made exceptions for rs and rm, but was this done on all? (if applicable)
