The actual problem is that the time counter started last month while he didn't know. I didn't know either. But it seems clear and fair to me to pay for a service.

He did know since he paid through the Upgrade page. It's been clearly listed there for over a month.

What I think users are mad about is the fact that it wasn't enforced until recently, and now they're going over their limit, and they don't think that should be the case because the rule wasn't enforced. In response to that, think about jaywalking. Laws against jaywalking (in the US at least) are usually not enforced, but if a police officer wants to give you a ticket for it, he can because it is still against the law, and you should not have been breaking the law in the first place.

The forced hour cap may not have been implemented until recently, but you still had a limited amount of hours, and if you exceeded this limit, you should face the consequences and not be able to bot again until you get your hours back.

You simply just used runemate when the limit wasn't there, but when they implemented the limit, you already had x amount of hours. So because you were botting when there were no limits, those x amount of hours you were botting during that time was counted towards the new limited hours (I assume?). If you checked your usage, you'd notice that what you've used total => 500 hours and so adding 200 extra from 300 won't 'unlock' your account.

Theres no problem here.

There is considering i paid $2 for nothing.

No, you just paid for what you essentially owed.
Think of it as if you went to walmart and opened a can of coke and drank it all. You go to the counter and pay the money you owed for it, but get 'nothing' because you already drunk the can of coke.

Not sure how else to explain it to make you understand, but I don't see the issue.

I mean, personally I used 200 hours last month and I didn't know there was going to have a limit starting in november. If I knew, I would have managed my time better :)
