Was told to contact administrator, account email and password have been changed and cannot gain access. Please PM me for info @admins

No - two step is now mandatory and you will need to enable either Google auth, or fetch the recovery code sent to your email.

The password and email for the account have been changed, two-step was not enabled on it as it has been disused effectively since the beginning of the site.
