I'm trying to find the Local Bot Directory option in My Account but I could not find it.

Can someone help me with this?

IIRC, it is only visible when runemate is run using the -sdk command line argument

There are multiple ways to do it, just make a search about command line arguments for applications on google.
If using an IDE, you should be able to specify arguments for it.
Using a command line, you can run runemate and append -sdk
On windows, you can modify the start menu shortcut so that it is called with -sdk
