I received a 2 day ban on a account I was botting, I now want to play legitimately for the time being but also want to continue botting other characters, I plan on using a paid vpn (that isn't extremely popular) but should I clear my jagex cache? what other steps should I take

I think 2 days ban has no impact on your ip\pc. If you have less than 2 perm bans from your ip - you're safe. VPN might be more dangerous.

I'd just use home IP.
