Scarabs spawn randomly in worlds for x minutes at a time. We can't recognize in which world they're currently spawned unless there's a friend's chat or something that reports them. But those aren't usually consistent enough with their standard pattern of reporting a world, and can easily be trolled by spammers.

I'm not sure exactly how you see this happening, but please enlighten us.
