For all skills? We have a hook for the max level available to a skill and we use that to determine when to return a default value.

Level cap is 99(except for dung) but it's worth getting 120(104m xp) in a skill since you can then buy a new skillcape, lots of people are doing this

At this point it is technically still only level 99.
