I am having issues with runemate it says I am running two bots but I am not. Iv waited for 30 minutes and its still giving me the same error message I have tried restarting my laptop and I even re-downloaded it but still nothing.

You have to shutdown the client gracefully, dont just kill the process or anything similiar, else the servers will think you still run a bot. Just wait a bit longer.

No I am on my home wifi, my roommate was also using Runemate but I dont know if that effects anything.

Yes it does, when you are in the same network it counts both of your usages.
