How to get to it: Edgeville bank. Right click NPC named "Mandrith" inside the bank, and choose "View Shop"

Yes, sometimes. After teleporting to Edgeville with a wilderness sword, you end up facing diagonally towards the banker, so when interacting with a banker or bank booth, it'll sometimes right click, and misclick on the "View shop" action, because Mandrith is in the way.
