While using Maxi Cutter:
In re-size mode it just gets stuck @ "Waiting" when it levels up.
Reverted back to fixed mode, and haven't bothered testing it further in re-size mode.

According to aidden this is a client bug

If you click on the icon on the taskbar itself, it should stop this from happening - fixed it for me on Windows 10

I'm pretty sure they don't, for now.
If they did I'd be banned

99% certain that the packet is not used, or you'd have seen a lot more ban reports over the past several years.
