Questions Regarding Upgrading To Supporter

I just now got a notice on my client stating that I have reached my 200 hour limit from 15 January. My usage stats state that It has been since 15 January and I am negative 62 hours at a total of 262. My question is, because it is stating that I'm already -62 hours, if I pay to upgrade to supporter, will I in all reality only be getting 38 hours of usage as apposed to 100 extra hours? If so, can I make another payment on top of the original to get more hours of usage?
