On average each rs3 client is taking up about 20-30% CPU and runemate is taking about 15%. It seems a bit high for some reason, higher than it was when I started using it in December. It was using half the amount of CPU then. I'm not sure if an update changed something, or is there something I can do to minimize this? I've got it on fixed with lowest settings already.

If I use the NXT client it only takes about 5-10% cpu with max graphics...

I've got an i7-3770k, 32gb ram, windows 7.

Unfortunately RM doesn't have support for NXT and most likely won't until the java client is discontinued completely.

You can lower the CPU usage and cap it via task manager you can view details of the application running then once you find that right click it
