So has the $20 payment actually gone through/completed?

The payment system is automated, meaning once RuneMate receives your funds you will receive your account upgrade.

If you haven't received your upgrade, it means RuneMate hasn't received your payment. PayPal and/or your bank can add processing time, even when the transaction shows as "completed" on PayPal.
