Runemate working with fresh start worlds?

Fresh start worlds haven't been released for OSRS.

And unfortunately runemate hasn't supported RS3 since Jagex removed the RS3 java client.

For osrs though, when fresh start worlds are released, most bots should work properly with them as the gameplay will be the same. World hopping may be impacted if the author doesn't update their hopping logic, but most bots don't world hop anyway.
