Please add ChatBox.isLocked() to the API.

1. I think this is mainly RS3 because of the action bar.
2. In runescape 3 you just hit escape until it says "Press Enter to Chat". That's to the best of my knowledge. I'm not an frequent player though. There is also a setting to keep chat always locked.
