Implemented Add a sticky thread for requested additions to web

Every other day someone is asking in slack how to modify the default web, only to be told to submit the thing they want added. But AFAIK there is nowhere to submit this obstacle without making a new thread, which is silly considering the number of potential additions.

If a sticky is made, a template should be made for requests. Location, objects, npcs, actions, any other details that would make the requests more uniform and not half-assed.

Obstacle name:
The string of name exactly as seen in-game
Obstacle primary location: The location of the object in it's default state
Obstacle primary action: The action of the object in it's default state, exactly as seen in-game
Obstacle secondary location: The location of the object in it's manipulated state
Obstacle secondary action: The action of the object in it's manipulated state, exactly as seen in-game
Is there an alternative route to avoid this obstacle? If yes, post details.
Is this obstacle consistent between games? (Osrs/RS3) If no, post details.
Are there any requirements to traverse this obstacle? This may be quests, achievement diaries, agility requirement, etc.
Any additional, miscellaneous information?

Please attach a picture of the minimap or game map showing the location exact of the object.
Please attach a picture of the object.
Please attach a picture of all of the information given in the dev toolkit about the object (one for each object state).
