This isn't really on-topic though. This is a bug report, and I can confirm that this same thing was happening to me. Even after 15 minutes, the sessions aren't closing. They stay active, it took nearly a full 24 hours for my unsafely-closed sessions to correctly close and become available.

I believe TopBot had a setting that'd download the RS Cache into a specific folder or instance, then delete it when the client was closed. You had to download a fresh cache everytime you ran a new client, but it supposedly took care of cache-related bans.

@Cloud; Quick suggestion/Question, will Spectre have "instanced" RS Client Cache's? Basically loading the cache and deleting it when the client is closed.
