    my hours restarted on the 3rd and on the 4th I had already spent the 200hr

    It's rolling 30d.... So 3rd turned and you got some hours back, 4th comes and you have no hours as used the 200 prev 30d. If you bot more than 200hrs every 30d you need more hours.
