Make sure you have a fishing rod and feathers in your inventory.

Fishing and cooking actions work really well.
However, the dropping fish logic is wild. Instead of going row by row, it's almost random-esque (clicking random fish all over the inventory). I'm a lower cooking level so perhaps that influences it.
