Spent $2 thinking i would get 200 hours, which i was wrong so i asked for a refund. Which i got about 2 weeks later. The day before i got my refund tho i bought 400 hours spending $4. Now when they gave me my refund they removed the 400 Hours which i just paid for before they gave me my $2 refund for the supporter rank. I would really like my 400 hours back because, ive had to go back out and purchase another 400 hours just to be able to bot. Thats 800 hours bought this week and i only have the second 400 to use. If i cannot get my other 400 hours back then ill just get a refund. Ive had this problem for 5 days now, ive messaged Arbiter and he has not been online in 5 days. Why does the guy who manages the funds not come on for $5. Just seems like bad business and i really need my hours because im almost out. Can provide proof of everything

Well tbh you should've read the FAQ before purchasing it if you were not well aware what you'll get.

Also, regarding Arbiter. He has a serious IRL job and may not be available at anytime (even 5$ won't change that fact).

You could have just purchased another 200 hours for another $2 in order to get to the 400 hours

I don't know how the upgrade page could make things any more clear.

Instead, people think they are clever by only paying $2.00 assuming it will grant them more hours - yet if they actually took a second to review what they get, it clearly says only 200 hours.

The FAQ thread clearly states:

I've paid $2.00, why do I not have more hours?
A single $2.00 payment will only give you Supporter status, it does not increase your hours allowance. This is made explicitly clear during the purchasing stage, where you can increase/decrease your payment and accordingly, your hours allowance.

If you have made a single $2.00 payment and want more hours, another payment of $2.00 or more will increase your hours.

Your mistake was asking for a refund, being impatient and then purchasing another supporter package which only added more confusion to the mix as far as the appropriate upgrade status on your account.

For the record, don't go creating multiple RuneMate accounts - it is against our rules and assumed those who do so are attempting to get around the hours limit and results in their accounts being permanently banned.

It‘s not falsely advertised, you apparently just don‘t understant the whole system, which to be fair is not really conventional.
Read the FAQ as proposed before and you‘ll see
