The things I have already tried:
- Running as Administrator
- Reinstalling RuneMate and OldSchool Runescape
- Renaming .jagex_cache_32 file to jagexcache
- Changing compatibility settings
- Turning Firewall off
Send help!

EDIT: I tried running the RS3 client and it worked just fine. I need to get OSRS working however.
EDIT 2: tried turning off firewall, no luck.

Does this occur when you try to run OSRS only? (ie: when RuneMate is uninstalled or otherwise not running)

If so, you may get better support from Jagex directly in their appropriate support channels.

I can run OSRS just fine without runemate running or installed. And the client runs fine when I launch from RuneMate, however when I try to run the bot it gives me the error.

Does this happen with all bots you try to run or just specific ones?

Please check where you RS3 and OSRS programs are installed, and also their cache locations and report back.
