Are they as safe as premium? I've invested a lot of hours into my main and am thinking about botting nmz to max from 88/90/72 melee and really dont want to get banned, suggestions? I can purchase a premium bot if absolutely needed but was thinking about starting with a free one.

A) if you absolutely dont want to risk a ban, dont bot.
B) There is little to no difference between free and paid bots except the price tag. It comes down to the individual authors and bots that are a more reliable indicator for quality.

The quality of the bot is entirely up to the creator. Some bots are fantastic, some bots are terrible. Some bots don't even work right now. These are not related to free or premium. However, because premium bots yield the creator some income it is likely those bots will be updated more frequently than most free bots. Most, if not all premium bots have a lite version that allows you to test the bot.

There is a wide variety, and it's worth testing them out. Make a new account and see how it handles the lowest levels. If it's crap, then you're not risking anything. There are also custom bots available, which the quality of those is entirely upon you because you have to write the bot with their interface.

As always, botting is never 100% safe. Never bot on anything you're not willing to lose.

I've botted countless hours with combat and I haven't had a problem with bans.
Combat isn't too much of a red flag as compared to agility, runecrafting, and other money makers.

Read the reviews before you use the bot, or as suggested above, use the LITE version if there is one.

I can't really give you a x/10 rating, but I've been botting on my main account right now everyday, sometimes up to 10 hours a day with different activities in between. If you want to bot on your main a lot, I highly recommend doing side activities because it'll keep them off of you a lot longer.
I'm monitoring it since I'm off work until next week but I feel comfortable enough that I can leave it by itself.

Yes it'll be disappointing if I lose the account, but it's a risk I'm taking.

Also take note that paid bots more than likely have less users running them.

The more users running a particular bot, in theory, will have a higher detection rate.

Premium and free are identical bots, so it doesn't matter.
